Teaching personnel that disagreement is acceptable, since it offers the opportunity to expose paradoxes, conflict and dilemmas, can promote openness in communication. At the same time personnel must feel emotionally safe to be able to act creatively and innovatively and should therefore be able to trust one another, which in turn is promoted by open communication. An open-door communication policy, including open communication between individuals, teams and departments to gain new perspectives, is therefore necessary to create a culture supportive of creativity and innovation (Filipczak, 1997).
