I would suggest probability sampling in cases where it is cost effective and possible to do so, as this is more superior to non-probability sampling. Non-probability sampling will be recommended when the elements are difficult to make contact with, when time does not permit to create the probability sample, or when the sample does not need to reflect the population. Non-probability sampling is also cheaper.
