Capital budgeting looks only at cash flows because finance theory argues that cash flows are the underlying determinant of the financial value of a company. By examining cash flows, capital budgeting analysis measures the exchange of value between a proposed project’s projected cash outflows and projected cash inflows to test whether the benefits exceed the costs if so, the company’s financial value should increase.
